What Are the Healthy Homes Standards?
The Healthy Homes Standards started in July 2019. They created basic rules for rental homes in New Zealand.
These rules cover heating, insulation, ventilation, moisture control, drainage, and stopping drafts. These standards aim to reduce the quality gap between rental homes and owner-occupied homes. They ensure that tenants live in warm, dry, and healthy places.
Key Compliance Dates:
- Starting on July 1, 2025, all private rental properties must meet the Healthy Homes Standards. This must happen within 120 days of a new or renewed tenancy, whichever comes first.
Key Requirements for Landlords:
- Provide a fixed heating device (not an open fire) capable of heating the main living area to at least 18°C.
- Ensure that the ceiling and underfloor insulation meets the 2008 Building Code or upgrade it to this standard.
- Install adequate ventilation in all liveable spaces, including extractor fans in kitchens and bathrooms.
- Maintain efficient drainage, guttering, and ground moisture barriers where required.
- Block any unreasonable gaps or holes that cause noticeable draughts.
Penalties:
Non-compliance can result in significant financial penalties-up to $7,200 per breach-so it’s crucial to act now.
